Org. Setting and Reporting

These two positions at UN are located in the Office of the Secretary (OS), Secretariat of the International Narcotics Control Board (SINCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Associate Data Analyst will report to the manager of the GRIDS Programme | OPIOIDS Project . The Secretariat of the INCB is an administrative entity of UNODC reporting directly to the Board on substantive matters.

Responsibilities

  • Within assigned authority, the Associate Data Analyst will be responsible for the following specific duties:
  • Develop process improvement mechanisms for data analytics tasks;
  • Acquire and clean data from primary or secondary sources and maintain databases/data systems;
  • Implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality;
  • Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured sources of information and data, and to develop corporate visualization solutions;
  • Develop voluntary public-private partnership processes with governments and relevant private sector companies;
  • Track and report on progress regarding department specific data initiatives;
  • Develop reports, dashboards or other tools to effectively summarize findings and convey information to the International Narcotics Control Board, management, national enforcement stakeholders and international partners;
  • Develop, guide and train staff, internal, external partners and national enforcement stakeholders in reports, dashboards or other tool functionalities; • Perform other work-related duties as required.

Education

  • An advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, statistics, economics, information management, public administration or a related field is required.
  • A first-level university degree in similar fields in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

  • A minimum of two years of working experience with self-service analytics and data visualization applications (MS PowerBI, Tableau or similar) OR the successful completion of the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.
  • Work experience in using data to advance decisions, strategies and execution is desirable.
  • Work experience utilizing machine learning algorithms (AZURE ML, Python or similar) is desirable.
  • Work experience in applied analytics, business intelligence, information management or related area is desirable.
  • Work experience with public-private partner data from relevant industries, such as the marketing (social media, e-commerce, search engines) and movement (express mail or courier services) sectors at the international level is desirable.
  • Work experience developing and delivering technology training to diverse audiences is desirable.
  • Work experience at an international drug or precursor law or regulatory enforcement agency is desirable.
  • Work experience delivering capacity building to officials from developing countries is desirable.
  • Experience working with the United Nations system or a similar international organization is desirable.

  • English and French are the working languages of the United Nations Secretariat.
  • For the position advertised, fluency in English is required.
