Organizational Setting

The Project “Restoration of wetlands and other important Amazonian Ecosystems – Capacity building, innovation, development and technological transfer for ecological restoration and climate change mitigation” seeks to restore wetland and lowland forest ecosystems and biodiversity in the Amazonian Mainland and coast through strengthening capacity for ecosystem restoration, improving the enabling environment, and initiating restoration in overlooked areas of the Amazon.

The incumbent reports to the Assistant Representative in FAO Brazil – Programme

Technical Focus

The Specialist shall be responsible for project Monitoring and Evaluation system development, supporting the definition of project indicators, baselines, mid targets and final targets. Shall consider as reference M&E Systems in projects implemented by FAO and GEF. Establish working relations with the other consultants, especially those involved in topics interlinked with these ToRs.

Tasks and Responsibilities

•    Elaborate and submit to the project coordinator and to the FAO Brazil supervisors a work plan; 
•    Review and update the project Results Framework and the Theory of Change (ToC) and make recommendations to adapt it to the needs of the project and to update potential missing information. 
•    Ensure that the baseline data for the project are properly defined and that feasible methods are available at reasonable cost for their completion by the end of the PPG phase or at project inception at latest.
•    Based on the Results Framework of the project, create a system to periodically assess project indicators and monitoring tools that the Project Management Unit (PMU) and implementing partners should use in each project site.
•    Support senior colleagues define and agree with main project’s stakeholders, within the PPG phase and throughout the implementation phase: methodologies, timelines, roles and responsibilities for data collection, processing, quality assurance, systematization, and dissemination (baseline assessment and monitoring in forthcoming project phases). 
•    Discuss progress and share early drafts of the M&E system with the key stakeholders for inputs and comments, as well as discuss constraints and opportunities, and how sensitive or confidential data are to be handled.
•    Elaborate project M&E System, containing methodologies for data collection, analysis, storage, report and dissemination in forthcoming project phases. 
•    Participate in PPG team meetings/ briefings, communication/presentations.
•    Elaborate and define, jointly with FAO technical team and PPG team, project’s impacts and process indicators, both quantitative and qualitative, its mid-term and final targets. 
•    Participate in relevant workshops and meetings providing inputs from their expertise and the information gathered.
•    Work with other consultants, FAO Technical team and PPG team to define baselines to project indicators that must be addressed in consultors products and inputs to PRODOC final redaction.
•    Presentation of monitoring and evaluation plan at project final workshop, focusing on the baseline and results chain.
•    Undertake any other work as mutually agreed between FAO and consultant/s. 
•    Contribute to addressing cross-cutting issues such as gender, generational and intercultural approaches, knowledge/ communication planning and parts of the project.

Minimum Requirements  

•    Full university degree in Social Sciences or Agricultural Sciences (other areas related to projects objectives)
•    At least, five years of experience working with project monitoring and evaluation. 
•    Working knowledge (level C) of English and Portuguese.
•    Brazilian Nationality or other legally authorized to work in Brazil.

•    Documented capacities to work with traditional and/or indigenous communities and familiarity with gender agendas.

•    Experience working with projects in socioenvironmental thematic area.  . 
•    Experience in designing project monitoring and evaluation system
