The International Civil Aviation Organization is hiring an Evaluation Consultant in Canada. This position focuses on assessing aviation programs, enhancing safety standards, and contributing to global aviation development. Make a difference in the aviation industry!
The mandate of the Office of Internal Oversight (OIO) is to assist the Secretary General in ensuring that ICAO is managed effectively, efficiently and economically and in conformity with the applicable regulations and rules, and to provide him/her with independent and objective assurance, advice, insight and foresight through performing internal audits, evaluations, and other oversight assignments. Evaluation is mainly focused on assessing the relevance, coherence, effectiveness, efficiency, impact and sustainability of projects, programmes, policies and strategies against established plans and objectives.

Responsibilities
- Develop and finalize the drafts Inception report and tools.
- Collects and analyses data for the evaluation.
- Prepare the evaluation report with actionable recommendations.
- Performs other related duties, as assigned

Requirements
- An advanced level university degree (Masters’ degree or equivalent) in transport economics, aviation-related field, evaluation, economics, management, social science, or any other related field is required.
- A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 10 years of professional experience in evaluation, specifically in evaluating economic/air transport policies, strategies and programmes;
- Demonstrated professional experience in policy analysis
- Sound knowledge of RBM systems and strong Monitoring and Evaluation (M&E) experience.
