The International Labour Organization (ILO) seeks a Technical Officer focused on sustainable and responsible investment. This role involves developing policies, promoting best practices, and advancing social justice in global investment initiatives for sustainable development.
The position is located in ILO headquarters. The Technical Officer will work for the Multinational Enterprises and Responsible Business Conduct Unit (MULTI/RBC) of the ILO’s Sustainable Enterprises, Productivity and Just Transition Department.

Responsibilities
- Prepare – in close collaboration with WAIPA case studies of IPAs efforts to attract and measure sustainable investment promotion/facilitation for decent work to be used in validation workshops and trainings of investment promotion agencies (IPAs) including in the context of development cooperation projects and ultimately for publication.
- Prepare ILO’s contribution to the World Investment Forum (October, Vietnam) and the World Investment Conference (dates and venue tbc).
- Develop a concept note to support in-depth technical assistance to IPAs on using the KPIs and data collection related to these to measure the attraction of sustainable FDI aligned with decent work priorities; map potential collaborating partners and donors; and, if time allows, develop a first draft of a project proposal for donor funding.
- Develop a concept note for specific support to LDCs on investment facilitation for SDGs, in close collaboration with UN OHRLLS, UNCTAD, UNIDO, WAIPA, ITC – in follow-up to FFD4 Conference.
- Support the implementation of the country-level ILO-IFC pilot on maximizing IFC projects for decent work.

Requirements
- Master’s degree in finance, economics, business administration, corporate sustainability or related fields.
- A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
- At least five years of experience related to the labour dimension of responsible business conduct, preferably with a focus on investment.
- Experience in designing ILO development cooperation projects would be an advantage.
- Experience on FDI, investment attraction and facilitation, investment agreements, and related areas or experience in UNCTAD, WAIPA, UNIDO, and other relevant organization or research center would be an advantage.
