Job Opportunity: Financial Management Officer Vacancy (Senior Audit/Risk Management Advisor – FL-0505-02) At USAID. The Asia Bureau provides overall leadership for Agency programs across the Asia and Pacific region. The vast and diverse region covers East, Southeast, South, Central Asia and the Pacific. The Asia Bureau, Office of Strategic Planning and Operations (SPO), Budget Division is a dynamic, fast-paced office that leads Bureau responses to audit inquiries and coordinates risk management efforts.

Duties and Responsibilities:
The Financial Management Officer (FMO) Senior Audit and Risk Management Advisor is responsible for managing, coordinating, and liaising on all program and performance audits and risk management deliverables for the Asia Bureau. The FMO Senior Audit/Risk Management Advisor manages the responses, equities, and visibility associated with audits and inquiries from the Office of the Inspector General (OIG), the Government Accountability Office (GAO), the Special Inspector General for Afghanistan (SIGAR). The Senior Audit/Risk Management Advisor also manages Asia Bureau fulfillment of deliverables associated with Federal Managers Financial Integrity Act (FMFIA), Enterprise Risk Management (ERM), and Freedom of Information Act (FOIA) for ASIA missions/operating units and the Bureau. This position reports to the Budget Division Chief in Asia/SPO.
As the Senior Audit/Risk Management Advisor, you will:
- Lead Asia Bureau audit response efforts and manage the risks, equities, and visibility associated with audits and inquiries from the Office of the Inspector General (OIG), the Government Accountability Office (GAO), the Special Inspector General for Afghanistan (SIGAR). Serve as the primary spokesperson and representative for Asia Bureau in liaising with USAID internal stakeholders such as CFO, other bureaus and independent offices (B/IOs), and missions, as well as interagency stakeholders such as the Department of State and external bodies such as GAO, SIGAR, and OIG.
- Advise Asia Bureau AA and Senior DAAs to represent the Asia Bureau at the Agency-wide Risk Management Council on Asia Bureau risk mitigation policies, strategies, and outcomes that impact both the Bureau and Asia operating units on the audit and risk management issues, challenges, and processes. Serve as the technical expert to provide expert analysis, advice and guidance to the Asia senior management, missions, and desks on audit and risk management issues, responses, and achievement of audit and risk management milestones and deliverables.
- Manage Asia Bureau fulfillment of risk management deliverables associated with Federal Managers Financial Integrity Act (FMFIA), Enterprise Risk Management (ERM), and Freedom of Information Act (FOIA). The incumbent coordinates the entire FMFIA process that requires each operating unit office directors to assess its implementation of internal controls so that Agency leadership have visibility on where there are weaknesses or deficiencies through Uniform Risk and Internal Control Washington DC Assessment (URICA) tool and Agency Secure Image and Storage Tracking System (ASIST). The Audit/Risk Management Advisor leads the Bureau’s efforts to complete the operating unit risk profile for submission to the next management level and any follow up on resolution of identified risks by the operating units. The incumbent implements risk assessments and identifies appropriate exposure limits based on those assessments.
- Provide expert advice and clearly articulate recommendations to top management officials from inside the agency as well as the key stakeholders in the interagency and external groups. Identify reasons for the nature and /or extent of program-related problems that arise and investigate areas in need of improvements. Recommend options that remedy problematic situations.
- Coordinate and report on progress toward established milestones and deadlines for completion of assignments, projects, and tasks. The incumbent manages coordination of segments of the audit and risk management responses and research to the subject-matter specialists in the Agency and Asia Bureau in fields appropriate to the tasks, coordinates the efforts of the group, and consolidates findings into complete responses, and exercises overall quality control for Asia Bureau audit and risk management deliverables.
- Write clear and concise recommendations for high level officials and top management drawing from complex audit and risk management reports, data, findings, and recommendations.

Qualifications:
To qualify for the position of Financial Management Officer (Senior Audit/Risk Management Advisor) FL-0343-02, you must possess the required specialized experience specific to the series and grade you are applying to.
Specialized experience: For the FL-02, you must possess one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as:
- Leading complex audit and risk management efforts;
- Representing an agency in dialogues with audit agencies; AND
- Serving in an advisory capacity providing guidance, options, and recommendations to senior leadership.
- Demonstrated experience coordinating audit, risk management, or program issues with USAID Washington and missions.

Conditions of Employment:
- Must be a US Citizen.
- Must be able to obtain and maintain a Secret security clearance. Knowledge, skills and abilities of the preferred candidate include: Degree in accounting, or related field such as business administration, finance, or audit
- Minimum of ten (10) years of work experience focused on audit and risk management.
- Must have a professional certificate as Certified Public Accountant (CPA) or Certified Internal Auditor, obtained through written examination
- Must be a self-starter with a strong collaborative work ethic and ability to work independently.
- Exceptional writing skills and the ability to communicate complex audit and risk management concepts into clear, concise written documents and oral presentations required.
- Ability to work effectively both individually and as a member of a team.
- Ability to plan, organize, and use time effectively.
- Ability to handle multiple tasks simultaneously and work within tight deadlines.
- Demonstrated ability to be diplomatic, tactful, and discreet in dealing with internal and external stakeholders and senior leadership.
- Knowledge of the USAID organization (Washington and field operations).
