UNICEF is looking for a passionate Home-Based Consultant to help shape the National Early Childhood Development Policy in Jamaica. Responsibilities

• National ECD Policy TOR 2025 AD.pdf
• Conduct research on current and emerging early childhood development/education policies, innovations, and initiatives; package research for consumption by Training, Research and Development Committee of the ECC 
• Prepare regular monthly briefings and communications to the ECC Board
• Comply with GOJ policy development guidelines, timelines and targets
• Assist with coordination of committee meetings to review the draft ECD Policy
• Provide administrative support to the Training, Research and Development Committee of the ECC in the review of the Policy
• Assist with updating research around the policy, track and research legal, compliance, operational, regulatory, and legislative issues and developments related to Early Childhood Development
• Conduct at least three (3) initial stakeholder consultations
• Draft and present revised current ECD Policy to the ECC technical working group and stakeholders
• Draft and present revised ECD Policy, including changes from stakeholder consultations to the ECC technical working group and stakeholders
• Complete final ECD Policy for review by the ECC technical working group

Requirements

• An advanced university degree (Master’s or higher) in  education, with specific background in Early Childhood Development
• A minimum of 5years of relevant professional experience in Policy development, especially within GOJ policy development or analysis role, or in education policy
• ECD experience, specific knowledge of ECD and of the GOJ policy development process are assets
• Be detail oriented, self-motivated and learn quickly, setting high levels of quality and productivity
  – Be able to work well with others in a multicultural environment and engage effectively with diverse partners particularly community level partners
  -Experience working or collaborating with international development partner agencies and government ministries is an asset.
• Developing country work experience and/or familiarity with emergency is considered an asset. 
  Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
