This position is located in the Secretariat for Committee of Experts on Public Administration in the Division for Public Institutions and Digital Government (DPIDG) of the Department of Economic and Social Affairs (DESA). DPIDG focusses on supporting countries in improving effective, accountable and inclusive institutions at all levels for internationally agreed development goals, including the Sustainable Development Goals (SDGs). The Governance and Public Administration Officer is under the overall guidance of the Director of the Division and the direct supervision of the head of the CEPA Secretariat.

Duties and Responsibilities
The incumbent will be responsible for the following duties:
GOVERNANCE AND PUBLIC ADMINISTRATION ANALYSIS
- Participates in the formulation, organization and management of mandated programmes of governance, public administration and institution-building related to the implementation of the 2030 Agenda for Sustainable Development and in the formulation of possible governance, public administration and institution-building strategies, policies and actions for consideration by individual countries and/or the international community.
- Commissions and manages governance, public administration and institution-building studies and analyses that cannot be undertaken internally.
- Proposes, designs and supervises substantive research, studies, and prepares or reviews reports, and publications included in the Division’s regular budget programmes.
- Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the Secretariat’s outputs.
- Prepares reports on governance, public administration and institution-building and on a wide range of development and related issues.
- Prepares briefing notes and speeches for senior staff and makes presentations on governance, public administration and institution-building related issues for specialist or non-specialist audiences.
- Prepares first drafts of sectoral, country or regional components of analytical studies on governance, public administration and institution-building.
- Proposes, designs and supervises research analyzing key trends to continuously enrich the substantive work of the Division.
INTERGOVERNMENTAL SUPPORT
- Provides substantive support on governance, public administration and institution-building to intergovernmental bodies such as the General Assembly, the Economic and Social Council andthe UN Committee of Experts on Public Administration.
- Prepares and finalizes statements, background notes and talking points of members of the Bureau of the Committee of Experts on Public Administration, Bureau of the Economic and Social Council and Secretariat staff in relation to meetings and reports of the Committee.
- Prepares and manages meetings of intergovernmental and expert bodies.
- Represents the Secretariat/Division at international, regional and national meetings on governance, public administration and institution-building issues.
TECHNICAL COOPERATION
- Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on governance, public administration and institution-building issues and policies;
- Organizes and coordinates cooperation among Member States on governance, public administration and institution-building technical cooperation programmes;
- Leads or participates in technical cooperation workshops and missions
- Plans and oversees implementation, monitoring, and evaluation of projects in governance, public administration and institution-building
- Takes a leading role in substantive and technical support of seminars and workshops organized by the Division and its partners.
PROGRAMME SUPPORT
- Attends to various administrative matters concerning the Secretariat or Division.
- Maintains records and data related to programmes within his/her responsibility and actively contributes to shared documentation and databases.
- Performs other related duties as required.

Requirements
Education
- Advanced university degree (Master’s degree or equivalent degree) in public administration, governance, sustainable development, political science, social science, business administration, law, public finance or related field is required.
- A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
- A minimum of seven years of progressively responsible experience in governance, public administration, development management or related area is required. Experience in research and policy analysis related to the Sustainable Development Goals of the 2030 Agenda is required.
- Experience in substantive servicing of expert committees or commissions at the regional or global level is desirable.
- Experience in organizing workshops/missions and developing relations with governments and international partners is desirable.
- Experience in government, parliament or international organizations is desirable.
