Organization Setting and Reporting

UN Programme Management Officer Vacancy in New York. This position is located within the Operational Planning Service (OPS) under the Division for Special Activities (DSA) of the Department of Operational Support (DOS) and will be based in New York. DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. DSA oversees a range of specialized or crosscutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.

S/RES/2699 (2023) was adopted by the Security Council on 2 October and authorized Member States to form and deploy a Multinational Security Support (MSS) Mission to support the efforts of the Haitian National Police to re-establish security and build security conditions conducive to holding free and fair elections in Haiti. Paragraph 16 of S/RES/2699 (2023) requests the Secretary General to establish a Trust Fund as a mechanism that can facilitate voluntary contributions to the MSS to enable and operationalize the mandate. DOS is the Programme Manager of the Trust Fund. The focus of this role is in support of substantive engagement and coordination of the Trust Fund activities. The Programme Officer will report to the Senior Programme Officer, OPS.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Requirements

Education

  • An Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
  • Experience in providing analysis and operational support advice to senior management is required.
  • Experience in business analytics, data analysis and data visualization is required.
  • Experience in an international organization field operation is desirable.
  • Experience working on improvements to client service delivery is desirable.
