This position is located in the Centre for Learning and Multilingualism (CLM) of the Human Resources Management Service, Division of Administration at the United Nations Office at Geneva (UNOG). The incumbent reports to the Chief of CLM.

Responsibilities

Under the supervision of the Chief of CLM the incumbent will be responsible for the following duties:

Learning and Development Training Programmes/Projects:

  • Contributes to the design, development, delivery, and evaluation of training, learning and development programmes for staff.
  • The programmes encompass a range of activities including, inter alia, technical, and substantive training, leadership and management training and organizational development courses.
  • Implements staff learning and development programmes and provides support to programming and reporting.
  • Liaises with managers and staff, to ensure that training and development meets current needs and anticipates to the extent possible future needs; conducts and administers surveys as and if required.
  • Participates in the assessment of training needs to develop new training programs and improve existing ones.
  • Processes training proposals and requests and follows up with section training focal points to ensure that training guidelines are adhered to.
  • Provides inputs in the process of monitoring and evaluation of the effectiveness of training and learning activities and preparation of appropriate reports.
  • Collaborates with training focal points of other UN entities and International Organizations to ensure that cross-cutting issues are incorporated into the design and development of programmes.
  • Liaises with internal and external entities and stakeholders to provide training and learning activities.
  • Coordinates the provision of administrative and logistical support for the delivery of training programmes and team activities; this may include completion of requirements in recruiting consultants and training service providers and manages their work and performance.
  • Trains and provides supervision to new and lower-grade staff in the unit.

Budget and Finance:

  • Provides expert assistance in the preparation and development of the CLM’s work programme and budget.
  • Reviews, analyzes and assists in the finalization of cost estimates and budget proposals/requirements, in terms of non-post requirements: prepare narrative, online resource tables and resource justifications.
  • Coordinates draft budget submission with the Office of the Chief of HRMS and processes adjustments upon approval of the Chief of Section, prepares statistical data to justify each resource requirement and provides required data for supplementary budget document.
  • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
  • Submits justifications as may be requested on the non-utilization of approved resources and plan to utilize resources.
  • Identifies and resolves budgetary issues as they arise and determines appropriate actions (payment of clients, MOU updating and review, cost-plan, etc.).
  • Reviews requisitions for goods and services to ensure correct objects of expenditure have been charged and availability of funds.
  • Provides inputs for preparation of the medium-term financial plan and its revision. Human Resources Management:
  • Coordinates various actions related to the administration of the unit’s human resources activities, e.g. prepares draft classification requests, arranges interviews of candidates, prepares interview reports and drafts recommendations for selection of staff, for review and approval by the Chief of Section.
  • Maintains staffing table, organigramme, alerts Chief of Section on expiry dates of the contracts, staffing needs and contract modalities available for recruitment of personnel.
  • Monitors contracts’ implementation, drafts terms of reference, reviews and evaluates training suppliers; reviews requisition for goods and services, controls orders, prepares Low Value Acquisitions; reviews and processes payments to suppliers.

General administration:

  • Performs other related administrative duties, as required (e.g., operational travel programme, physical space planning, organizes and coordinates seminars and conferences).
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Monitors the updating of information about the activities of the Section in web pages, the intranet (i-Seek) or brochures.
  • Monitors the administration of contracts of CLM for training materials office supplies and IT equipment, maintenance contracts, subscriptions etc.
  • Oversees the Section’s supplies stock and maintains its inventory; identifies the needs of CLM (office technology, maintenance of equipment, software and systems, payments, etc.) and prepares the acquisition planning in the supply chain tool in Umoja.

Requirements

Education

  • High school diploma or equivalent is required.

Work Experience

  • At least ten (10) years of experience in human resources, learning and development, training, administration, education or a related areas is required.
  • The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher.
  • A minimum of five (5) years of experience in designing and implementing training programmes is required.
  • Experience in training facilitation, both face-to-face and virtual is required.
  • Experience providing training or related activity within the United Nations Common System or a comparable international organization is desirable.
  • Experience in using data to make informed learning recommendations is desirable.
  • Experience in the evaluation and impact assessment of training programmes is desirable.
  • Experience using an Enterprise Resource Planning (ERP) system, such as Umoja or equivalent, is desirable.
  • Experience in project management, including budget monitoring and reporting is desirable.
  • Experience in people management is desirable.
