🎯 Role Summary

The Programme Review Consultant will support UN Women Afghanistan in realigning its programming and organizational structure to ensure maximum participation of Afghan women amid restrictive conditions. The role includes identifying practical, context-based models for women’s engagement in UN compounds and official activities and mapping alternative modalities for women staff to perform their duties safely.
The consultant will analyze limitations affecting women’s mobility and access, work closely with national staff and sub-offices, and lead consultations with teams across Kabul and regional provinces. Additionally, the role involves developing a capacity needs mapping to identify training gaps, mentoring requirements, and skill-building priorities for women transitioning into new or restructured functions under the updated organogram.
This consultancy ensures the organization remains operational, inclusive, and aligned with its mandate, making the position a critical contributor to organizational resilience, staff development, and women’s empowerment in crisis environments.

🧩 Key Responsibilities

  • Assess operational restrictions limiting Afghan women’s participation in UN compound activities, coordination meetings, and field operations.
  • Identify feasible entry points for women’s engagement in high-level meetings, such as humanitarian coordination teams, inter-cluster discussions, and technical committees.
  • Develop remote, hybrid, and alternative work modalities that allow women to participate safely, including off-site venues, flexible deployment, and secure virtual engagement.
  • Conduct focused group discussions, stakeholder interviews, and one-on-one consultations with national staff, unit heads, and sub-offices.
  • Prepare a detailed Options Paper outlining solutions, risk considerations, implementation steps, and operational feasibility assessments.
  • Produce a Capacity Needs Mapping identifying training, mentoring, and development support required for women in realigned roles.
  • Present findings to UN Women leadership, facilitate dialogue with stakeholders, and revise documents based on feedback received.

🎓 Required Qualifications

Education

  • Master’s degree in gender studies, public administration, human rights, law, social sciences, or related fields.
  • A Bachelor’s degree with an additional two years of experience may substitute for the Master’s requirement.

Experience

  • Minimum 7 years of progressively responsible experience in gender equality, humanitarian programming, women’s rights, or organizational development.
  • Experience analyzing restrictive or crisis settings and developing operational recommendations.
  • Prior engagement with women’s participation, protection concerns, and gender-responsive program modalities in conflict environments.
  • Experience conducting qualitative and quantitative assessments.
  • Previous UN system experience is considered an asset.

Language Requirements

  • Fluency in English is mandatory.
  • Knowledge of another UN language (French, Arabic, Chinese, Russian, Spanish) is desirable.
