This position is based in the Peace, Security, Prevention and Resilience Section which supports UN Women to fulfill its coordination mandate in the area of peace and security, UN system efforts to promote improved implementation, and monitoring and reporting of global commitments on women and peace and security, including as set out in the Beijing Platform for Action and in Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2122 (2013), 2242 (2015), 2467 (2019) and 2493 (2019), relevant Statements by the President of the Security Council, as well as related accountability frameworks established by the UN system. In the area of national implementation, the Peace, Security, Prevention and Resilience Section assists Member States with the implementation of their women, peace, and security commitments.
The Peace, Security and Resilience Section coordinates the Secretariats of the Women, Peace and Security Focal Points Network (WPS-FPN) and the Women, Peace & Security and Humanitarian Action (WPS-HA) Compact. Established in 2016, the WPS-FPN is the largest global network of member states and regional organizations dedicated to improving and strengthening the implementation of the women, peace and security agenda at the origin of decision-making processes.
The Compact on Women, Peace, and Security and Humanitarian Action (WPS-HA) is a multi-stakeholder accountability initiative of the Generation Equality Forum, launched in 2021, to drive a global movement for action on existing commitments on women, peace and security and gender responsive humanitarian action.
Reporting to the Policy Specialist on National and Global Implementation of WPS who also serves as the WPS-FPN Secretariat Coordinator and WPS-HA Compact Lead, the Programme Analyst supports the Compact Thematic Lead in coordinating team meetings, organizing updates and reporting sessions, following up on required action/outstanding issues and reporting on outcomes and results. This role provides coordination across Generation Equality by supporting programme management activities in line with UN Women’s processes such as annual work planning, reporting, results measurement, and resource monitoring. This role also provides internal communication support, development of strategic partnerships and resource mobilization efforts, facilitation of knowledge building and sharing. The incumbent would also contribute to the effective operation of the WPS-FPN Secretariat. This includes facilitating the vibrant exchange of leading-edge knowledge on women, peace and security, including on national and regional action plans and strategies through partnership with member states, UN entities, regional organizations, and civil society organizations. The Programme Analyst provides substantive inputs to WPS programme design, formulation, implementation, reporting and evaluation at the global, regional and national levels.

Responsibilities
Contribute technically to the development of programme strategies in women, peace and security:
- Provide substantive inputs to the development of national and regional action plans and other policy documents on WPS.
- Support implementation of WPS-HA Compact initiatives especially the intergenerational strategy, and outcome documents of WPS Focal Points Network.
Support with substantive technical support to the implementation and management of programmes of the WPS Focal Point Network and WPS-HA Compact:
- Provide technical inputs to the WPS-HA Compact and WPS-Focal Points Network annual workplans and budgets.
- Support implementation of programme activities on national action plans, the WPS Focal Points Network and the WPS-HA Compact.
- Initiate and participate in the coordination of engagement with diverse multistakeholder groups and review of evaluation and accountability reports.
- Review and analyze the submission of WPS-HA Compact signatories report on the implementation of Compact actions and principles of transformation.
Support with technical assistance and capacity development to WPS-HA Compact Signatories and WPS Focal Points:
- Coordinate with internal and external partners to provide technical support to the implementation of the WPS-HA Compact and WPS Focal Points Network recommendations.
- Provide thematic research and stakeholder analysis to leverage UN Women’s expertise on women, peace and security.
- Establish and maintain relationships with WPS focal points and WPS-HA Compact signatories to support implementation and localization of the women, peace and security agenda.
- Work on the design, execution and follow up of consultations to facilitate technical/ programming support and trainings to partners, as needed.

Support with technical inputs to the monitoring and reporting of NAPs, WPS-HA Compact and the WPS Focal Points Network:
- Monitor progress of UN Women support to NAP implementation programmes based of activities and finances using results-based management tools.
- Draft mission reports on Focal Points Capital-level and technical meetings, highlighting results, outputs and outcomes.
- Provide substantive inputs to the preparation of donor reports, interagency and UN Women reports.
- Support with substantive inputs to building partnerships and resource mobilization strategies:
- Provide substantive inputs to resource mobilization strategies; analyze and research information on donors and maintain information and databases.
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
- Participate in donor meetings and public information events, as delegated.
Provide technical support to inter-agency coordination on women, peace and security to achieve coherence and alignment of UN Women programmes with other partners:
- Provide substantive technical support to thematic leads on women, peace and security for inter-agency coordination related activities by drafting background reports and briefs.
- Support in advocating for the engagement of youth in the WPS-HA Compact and the WPS Focal Points Network.
- Represent UN Women in inter-agency coordination-related activities by attending meetings, and events, and participating in groups and committees as needed.
Provide substantive inputs to WPS-HA Compact and WPS Focal Points Network advocacy, knowledge building and communication efforts:
- Develop background documents, briefs and presentations related to women, peace and security.
- Support the development of communications assets and website updates to strengthen knowledge dissemination on WPS.
- Provide support to the development of advocacy strategies and support their implementation.
- Identify best practices and lessons learned to support strategy planning.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Requirements
Education and Certification:
- Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage

Experience:
- At least 1 year of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in the gender, peace and security is desirable.
- Experience coordinating and liaising with government agencies and/or donors is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
