Mandate of the Department

The UNAIDS Regional Office for Asia and the Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Regional Office for Asia and the Pacific promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

The UNAIDS Thailand Country Office provides leadership and coordinates the expanded UN system response in Thailand. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Thailand Country Office scales up HIV services focused on key populations and locations most at risk. The UNAIDS Thailand Country Office promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Thailand. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.

L’Initiative is a French mechanism that works hand in hand with the Global Fund to accelerate the fight against major pandemics and help countries improve access to quality health services for their populations. L’Initiative has partnered with UNAIDS to support equitable, sustainable and efficient financing for national HIV responses and health in Cambodia, Lao PDR, Thailand and Viet Nam. The project will strive to increase HIV financing from domestic sources – especially for key populations, human rights and gender programming and community-led responses – while monitoring evidence and pursuing synergies and catalytic effects with universal health coverage (UHC). Through this partnership, the following results are expected:

Result 1: Countries are equipped with granular financial evidence on HIV programming and optimal HIV resource allocation to inform robust decision-making on financing of
the programmes including key populations programming, human rights and community-led HIV responses.

Result 2: Diversified and sustainable financing solutions are enhanced in countries to optimize financing mechanisms to support key population HIV programmes, human rights and gender, and community-led HIV responses and to achieve broader impact of health and HIV investments.

Result 3: Country stakeholders in countries are mobilized, coordinated and equipped with financial evidence and tools to advocate effectively for optimized and sustained
resource allocation.

Duties and Responsibilities

Reporting to the UNAIDS Country Director, with a matrix reporting to the Regional Adviser, Equitable Financing, the Adviser, Equitable and Sustainable Financing of HIV Response will work with various national and local governments of Thailand, communities of people living with HIV and key populations, civil society organizations, the joint UN team on HIV and AIDS, other development partners such as the Global Fund and PEPFAR, and academic institutions in promoting and improving the sustainability, efficiency and equity of financing of the HIV response. This will include, in particular, supporting increasing domestic resources for the HIV response, and more specifically for programmes for key populations including HIV prevention and community-led responses. The support provided to Thailand, which will follow the UNAIDS principles of implementing data driven, human rights-based and gender-sensitive approaches, will create momentum to support broader ASEAN efforts to improve sustainable financing of the HIV response in line with the 2022 ASEAN Declaration on HIV.

The Adviser, Equitable and Sustainable Financing of HIV Response position is responsible for equitable and sustainable financing of the HIV response through coordination with national and local authorities and key stakeholders in Thailand. The Adviser, Equitable and Sustainable Financing of HIV Response will support the national HIV response through: (1) the production and use of detailed and up-to-date financial data for program design, (2) the development of diversified and sustainable financing mechanisms and implementation solutions, (3) advocacy and partner coordination for increased and diversified mobilization of financing, including domestic financing and enhanced dialogue with international actors and development banks, (4) support project management of the L’Initiative grant to UNAIDS in Thailand and (5) support multi-country project management of the L’Initiative grant to UNAIDS in Southeast Asia.

These activities will focus on increasing funding for national HIV responses, with an emphasis on HIV prevention services for key populations and community led responses, and on creating a solid foundation for Universal Health Coverage (UHC) that integrates HIV prevention and treatment.

The incumbent has the following key responsibilities:

1. Support Thailand in the generation and use of granular and up-to-date financial data on HIV program costs, HIV-related expenditures and optimal resource allocation to inform decision-making on the financing of national HIV responses. In particular, the Adviser, Equitable and Sustainable Financing of HIV Response will provide analyses, strategic and technical advice and will coordinate technical support to:
– Conduct a Sub-Analysis of the National AIDS Spending Assessment (NASA) in Thailand
– Undertake Estimation of Resource Needs for a Sustainable Community-led HIV Responses in Thailand
– Conduct Optima Study on Allocative Efficiency in Thailand

2. Support Thailand to develop diversified and sustainable financing mechanisms and implementation solutions for health and the HIV response, including facilitating community access to public financing (“social contracting”) and the integration of HIV into Universal Health Coverage and health insurance mechanisms. These mechanisms will aim to optimize the financing of HIV prevention and treatment services for key populations and community responses. The Adviser, Equitable and Sustainable Financing of HIV Response will provide strategic analysis, advice and coordinate technical support to develop:
– Develop of thematic Sub-Sections for the National HIV Sustainability Roadmap in Thailand including but not limited to Community Led Responses
– Engage the Public and Private Sector in Thailand
– Conduct pricing of community-led health services for reimbursement by Universal Coverage Scheme in Thailand
– Undertake Resource Needs to 2030 to update The National Strategic Plan and develop the Global Fund’s GC8 Funding Request in Thailand

3. Mobilize, coordinate and equip national stakeholders in Thailand with evidence and tools to effectively advocate for improved and diversified mobilization and allocation of domestic resources for health and HIV response including for key populations and community responses. The Adviser, Equitable and Sustainable Financing of HIV Response will provide strategic analysis and advice, and coordinate technical support for:
– Defining transformational actions, strategic directions, and diversified funding landscape for the 30-80-60 targets in Thailand
– Develop tools to Support Resource Mobilization Champions in Thailand
– Establish an Equitable Financing Technical Working Group in Thailand

4. Support the coordination of the overall implementation of the L‘Initiative Project, including its grant management, project coordination, monitoring, review, reporting, and oversight. This includes management of contracts with implementing partner
organizations, organizing regular stakeholder meetings, supporting the regular reporting processes related to the project, and documentation of best case practices and approaches and results from the project.

5. Provide coordination support to the implementation of the multi-country project, and in particular support preparation of regional steering committee meetings, regional coordination committee meetings, regional community of practice and reporting.

Perform other duties as required in support of the equitable financing in Thailand.

Requirements

Education

  • Advanced university degree at Master’s level or equivalent in economic research, macroeconomics, health economics/finance, public health management or other related fields with a background in economics.
  • A relevant first university degree and seven (7) years of relevant work experience will be considered as equivalent for internal candidates only.

Experience:

  • Minimum of five (5) years of experience in health economics and health and/or HIV financing.
  • Experience in advocating for increased health and/or HIV financing with national stakeholders (such as department of finance/budget management).
  • Experience working with international organizations on health financing issues, experience working in Thailand
