Main tasks and Responsibilities of the Position:
Under the direct supervision of the Chief, Budget and Resource Management, the Associate, Budget and Finance, supports the work on the Secretariat’s operational budgets for regional, country and liaison offices, monitors operational budget implementation, provide guidance and takes corrective measures, where required, to strengthen accountability across offices on these matters.
This includes working directly with Regional Support Teams and Country Offices to ensure compliance with rules, policies and procedures and proper use of operational budget allocations and related transactions in the Enterprise Resource Planning (ERP) system.
He / she has the following key responsibilities:
1. Review and analyze submissions for biennial and ad-hoc requests for operational budgets, prepare comparisons and trends with previous years, provide feedback and recommendations to the Chief, Budget and Resource Management.
2. Perform regular review, analysis and reconciliation of rent costs, common services and other transactions under the relevant workplans, verifying entries and supporting
offices to implement appropriate corrective actions in line with UNAIDS rules, regulations and practices.
3. Review and analyze financial reports submitted by Cosponsors; regularly monitor mandatory deliverables in line with signed Agreements with Cosponsors, process transfer of funds to Cosponsors in a timely manner and provide regular status updates to the supervisor.
4. Assists with workplan management actions in the ERP system by budgeting and funding of workplans, updating planned costs, post mapping to appropriate funding sources and budget lines and, other necessary actions in the ERP system to ensure its compliance with an approved allocations and organizational structure.
5. In the capacity of the Committee Secretary, prepare, organize and draft minutes of the Global Property Disposal Committee (PDC), reviews submitted requests for disposal to ensure accuracy and completeness and ensure submitting unit receives the final decisions of the Committee in a timely manner.
6. Review and verify accuracy of UN common service invoices, follow up with UN focal point and ensure their timely payment.
7. Assist in the preparation of budget Implementation reports, and other reports and briefings as necessary.
8. Provide in-depth advice and guidance on Enterprise Resource Planning (ERP) system on operational budget matters and ERP requirements in work planning and project
management, to the assistants across Regional Support Teams, Country and Liaison Offices.
9. Follow up on the implementation of team’s objectives, assist with the organization and coordination of meetings, background files and documents and following up actions on agreed initiatives, draft minutes and notes for the record, coordinate travel arrangements. Monitor and regularly update the content of the Budget page on the intranet to ensure the information is up to date.
10. Perform other related duties as requested.
Required Qualifications
Education:
Essential: Completion of secondary education and/or post-secondary para – professional training or certification in Budget, Finance, Accounting or related discipline.

Experience: Essential: A minimum of six years’ experience in finance, budget or accounting, including experience in dealing with budget and/or finance issues within the UN System. Extensive experience using Enterprise Resource Planning (ERP) systems or similar. Desirable: Relevant international organizations’ experience, preferably including the United Nations system. | |
Languages: Essential: Excellent knowledge of English, and working knowledge of German Desirable: Knowledge of another UN official language. |
