UNESCO is looking for a skilled consultant to assess and report on European Union policies. This role involves in-depth analysis, providing insights that will support educational and cultural initiatives across member states.
Greece has requested support from the European Commission in enhancing the efficiency and effectiveness of the Coordinating Mechanism with a view to backing the Government’s full and adequate implementation of the National Strategy. To this end, UNESCO is looking for an expert to support the program specialist in conjunction with the central Project team at UNESCO Headquarters and the team of consultants.
Under the overall authority of the UNESCO Assistant Director-General for Social and Human Sciences (ADG/SHS) and the Director for Social Policies, as well as direct supervision of the Programme Specialist in charge of the project, the incumbent will report and work in close collaboration with the program specialist.

Responsibilities
- Identify and analyze EU good practices in disability rights coordination across multiple levels of governance.
- Facilitate knowledge exchange between Greek authorities and EU counterparts through online seminars and study visits.
- Develop practical recommendations to inform the structure and functioning of the Greek Coordinating Mechanism.
- Strengthen the engagement of Reference Points at municipal, regional, and ministerial levels in Greece.

Requirements
- A master’s degree (or equivalent) in Public Policy, Social Sciences, Law, Disability Studies, Human Rights, Political Science, or a related field.
- At least 7 years of relevant senior-level experience in disability rights, social policy, public administration, governance, or EU-funded technical assistance projects.
- Demonstratable track record in conducting policy analysis, stakeholder mapping, and research on disability-related governance frameworks.
- Prior experience working with or within international organizations (e.g., UNESCO, EU, UN bodies) or government institutions.
- Experience in drafting high-level reports, policy recommendations, and action plans.
- Knowledge of EU good practices related to disability policy coordination
- Strong analytical skills with the ability to evaluate the impact of government investments in analytical frameworks and capacity building.
