ROLE OVERVIEW

The primary purpose of this role is to lead the co-development of a revised monitoring and evaluation (M&E) framework for the UNESCO Global Network of Learning Cities. This position is ideal for an analytical professional who can bridge the gap between high-level theory of change and practical data collection within diverse urban environments. By refining how cities measure educational success, you will ensure the accountability and continuous improvement of lifelong learning initiatives globally. This role connects your technical expertise directly to UNESCO’s mission of making inclusive education a reality for all.

KEY RESPONSIBILITIES

  • Conduct interviews with city representatives to assess M&E capacity
  • Lead an expert advisory group to gather technical feedback
  • Develop a comprehensive indicator database with rationale notes
  • Design and administer global surveys to GNLC member cities
  • Facilitate co-creation sessions to refine M&E question banks
  • Draft progress report questionnaires and pilot study reports

REQUIRED QUALIFICATIONS

  • Education: Master’s degree in Education, Political Science, International Relations, or Social Sciences.
  • Experience: 3+ years in project coordination, M&E design, or international cooperation.
