🎯 Role Summary
The consultant will provide strategic and technical leadership to maintain UNICEF’s humanitarian planning, monitoring, and information management functions during a critical transition year. With regional restructuring underway, this role ensures continuity of essential systems, strengthens data workflows, enhances emergency readiness, and consolidates monitoring and information management tools for the future ECA–MENA regional model. The consultant will support country offices, develop analytical products, upgrade dashboards, improve data preparedness, and streamline reporting mechanisms to strengthen evidence-based decision-making.

🧩 Key Responsibilities
- Manage continuity of humanitarian planning and performance monitoring across ECA response operations.
- Support country offices in Poland, Italy, and across the region to improve HPM submissions and data consistency.
- Lead the enhancement of information management systems, workflows, documentation, and dashboards.
- Coordinate data preparedness support to DPPI Member States and UNICEF offices.
- Develop updated and streamlined HPM and IM-focused toolboxes, templates, and SOPs.
- Produce analytical briefs, regional monitoring datasets, and updated indicators and reporting frameworks.
- Strengthen data governance through improved architecture, version control, and structured data management.
🎓 Required Qualifications
Education:
- Bachelor’s degree in Political Science, International Relations, International Affairs, Statistics, International Development, or related areas.
- Master’s degree is an asset.
Experience:
- Minimum 5 years’ experience in planning, monitoring, information management, and data management.
- Experience in humanitarian response, displacement contexts, and multi-sector emergencies.
- Prior experience with UNICEF, UN agencies, or international organizations.
- Proven ability to analyze data, identify trends, and generate insights.
- Experience with ActivityInfo, KoBo, Power BI/Tableau, and Excel.
