Scope of Work:

UNICEF and UNFPA currently have a successful track record in implementing two of the largest UN joint programmes that are collectively making significant progress in eliminating Harmful Practices for girls notably Child Marriage (CM) and Female Genital Mutilation (FGM) in the context of SDG 5.3 which seeks the elimination of such practices globally. The UNICEF Global Programme to end Child Marriage (GPECM) was established in 2016 to tackle child marriage in 12 of the most high-prevalence or high-burden countries. The UNFPA-UNICEF Joint Programme for the Elimination of Female Genital Mutilation (JPFGM) was established in 2008 to prevent female genital mutilation across 17 countries. The two Joint Programmes work in close collaboration with governments, grassroots community organizations and other stakeholders, and harness the complementary expertise of both UNFPA and UNICEF, as well as the latest social science research to eliminate harmful practices. While progress has been considerable, advances towards the achievement of SDG 5.3 have recently been undermined by socio-economic impacts of the COVID-19 pandemic, and other global crises. Currently there are 10 million girls at risk of CM and 2 million girls at immediate risk of FGM every year.

Both joint programmes are supported by a committed community of partners and donors, mostly public, with UNICEF serving as agency focal point for GPECM, and UNFPA serving as agency focal point for JPFGM. Building on the existing joint programmes, the two agencies have been working together since 2022 to scope and design new, leveraged financing approaches to accelerate ending Harmful Practices for Girls and support achievement of SDG 5.3 by 2030.

Following a landscape survey and consultation with current partners and donors, a few promising opportunities have been identified which could yield significant additional funding from a mix of public and private sources.

Purpose of Activity/ Assignment

The consultant will be responsible to explore new and innovative financing opportunities for Prevention of Harmful Practices programmes (PHP), including liaising with UNICEF’s Public Partnership Division (PPD), Regional and Country Offices, National Committees (NATCOMs) and other private sector entities for purposes of resource mobilization for the two Joint Programmes (JPs) (Child Marriage (CM) and Female Genital Mutilation (FGM)).

Requirements

Education:

Advanced university degree (Masters) in the area of international development, Social Sciences, Business Administration, marketing/ fundraising or related degree.

Work experience:

Knowledge/Expertise/Skills required : 

  • At least 8 years of relevant and progressive experience working in partnerships with private sector fundraising.
  • Familiar with UNICEF private sector fundraising
  • Demonstrate knowledge and experience in securing multi country private sector partnerships.
  • Demonstrate knowledge and experience in both Corporate and philanthropic partnerships.
  • Fluency in English and another UN language.
  • Knowledge of local working language of the duty station/region is required.
