UNICEF is excited to offer a remote consultancy position for 2025. The consultant will work on supporting the Division of Data, Analysis, Planning and Monitoring in conducting equity analysis for countries (based on existing methodology) and helping the roll out of the automated tool. Under the supervision of the Senior Advisor, Statistics and Monitoring in the Data and Analytics Team and Programme Manager in the Monitoring Unit of the Programme Effectiveness Team and with support from relevant colleagues in the Data and Analytics team of DAPM, the incumbent will work closely with colleagues in EMOPS and Programme Group at HQs, regional and country offices to support the development of  a basic methodology in computing the level and intensity of child deprivations and exposure to hazards at subnational levels

Responsibilities

The consultant will work on supporting the Division of Data, Analysis, Planning and Monitoring in conducting equity analysis for countries (based on existing methodology) and helping the roll out of the automated tool. This will include:  

  1. Support COs in selecting relevant child rights/socio-economic indicators to their country context.  
  2. Support the development of statistical calculations to determine levels of child vulnerabilities at sub-national level (multiple deprivations and hazards). 
  3. Support the preparation of country reports for each of the pilot countries on how to replicate this exercise throughout their programme cycle- to measure ‘change’ overtime. Also support capacity building to replicate the analysis.  
  4. Support the design of analytical tools to visualize the evidence from the equity analysis- depending on the availability of data (including layered geo-spatial maps, scorecards, graphs etc).

Requirements

Education: 

  • An advanced university degree (Master’s or higher) in Statistics, Econometrics, Demography, Economics, or Data Science  

Knowledge/Expertise/Skills required *:

  • Computer skills: Expert knowledge of Excel notation and statistical modeling 
  • Experienced in using statistical packages and softwares 
  • 7-10 years’ experience in data analysis and reporting 
  • Expertise in summary statistics and hypothesis testing 
  • Proficiency in languages like R, SAS, Stata etc., 
  • 5-8 years’ experience in developing statistical models is an asset  
  • Working at country office level is an asset.   
  • Excellent command of UNICEF Core Competencies: Communication, Working with People, and Drive for Results  
  • Excellent communication skills (verbal and writing); fluent in English (additional language is an asset) 

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and;
  • Upload copy of academic credentials
  • Financial proposal that will include/ reflect :
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
