This post is located in the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG-CAAC). The mandate and work of the office derives from General Assembly Resolution 51/77 and subsequent General Assembly resolutions, as well as successive Security Council resolutions on children and armed conflict. The incumbent will report to the SRSG-CAAC

Duties

Under the direct supervision of the SRSG, the Senior Political Affairs Officer will be responsible for the following duties:

  • Formulates political affairs strategies on mandate related issues; develops a vision or direction for work; proposes policy directives and plan of action for immediate and long range solutions to political problems related to children and armed conflict; identifies emerging issues pertaining to the mandate of the Office; analyses implications and makes recommendations on possible strategies and measures.
  • Plans and implements the operational activities related to the work of the Office in connection with the Analysis and Outreach team, including the Analysis and Outreach Hub on CAAC in Doha ; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the Office.
  • Plans, coordinates and manages activities requiring engagement with interdepartmental and/or interagency involvement and participation on political issues related to the children and armed conflict mandate. Prepares briefing notes and talking points for the Special Representative of the Secretary-General.
  • Coordinates and directs the provision of work required by the General Assembly and the Security Council and their subsidiary bodies, related to the work of the Office.
  • Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
  • Represents the Office at round tables, seminars and conferences as required.
  • Formulates the programme of work, budget and medium-term plan of the Office and participates in the overall approval of the programme of work, and administrative matters concerning the Office; coordinates and oversees work of the administrative team, which includes all aspects of human resources and staff planning.
  • Manages and coordinates the planning, reporting and results frameworks, budgeting, and fund-raising for the Office.
  • Develops and maintains relations with senior government officials and advises them on CAAC related issues.
  • Manages, coordinates, and organizes the communications team; formulates the design and the implementation of the Office communication strategies.
  • Performs other related duties as required.

Requirements

Education

  • Advanced university degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
  • A minimum of 3 years of experience in the provision of substantive support to the General Assembly, Security Council, and their subsidiary bodies is required.
  • A minimum of 5 years of experience with budgetary policies and regulations and with the operations of the intergovernmental legislative machinery is required.
  • A minimum of 3 years of experience carrying out functions relating to administrative matters, project management, and change management is required.
  • Experience in the coordination of regional operations related to peace and security, humanitarian or protection mandates is required.
  • Experience in the design and implementation of communication strategies is required.
