- POSITION TITLE: Senior Development Program Specialist (Monitoring, Evaluation, and Learning)
- MARKET VALUE: €93,152 – €121,098 Euro equivalent to FSN-11. In accordance with AIDAR Appendix J and the Local Compensation Plan of Mission Germany. Final compensation will be negotiated within the listed market value.
- PERIOD OF PERFORMANCE: A five-year period of performance, estimated to start in November 2024, with the possibility to renew in accordance with ADS 309. Personal services contracts are subject to the five-year limitation in accordance with FAR Part 17.2. In accordance with AIDAR Appendix J, CCNPSCs are of a continuing nature and expected to be part of a series of sequential contracts, each not exceeding the five-year limitation in the FAR.
- PLACE OF PERFORMANCE: USAID/Middle East Regional Platform, Frankfurt, Germany, with possible travel as stated in the Statement of Duties.
- ELIGIBLE OFFERORS: Cooperating country national (CCN) means an individual who is a cooperating country citizen or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country. i.e., German citizens, or non-German citizens lawfully admitted for permanent residence in Germany.
- SECURITY LEVEL REQUIRED: Facility access (CCN/FSN Clearance)

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
- Education: A bachelor’s degree in a field related to political science, international affairs, public policy, economics, social sciences, technical sciences, development studies, or a related field is required.
- Prior Work Experience: Minimum of 5 years of progressively responsible experience related to monitoring, evaluation, and learning functions (evaluation, knowledge in the subject).
- At least two years of this experience in a development-oriented workplace, or a related field, for other donor agencies, cooperating country organizations, or private-sector institutions, and which included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data, is required.
- Language Proficiency: Level IV (fluent) in English speaking, reading, and writing ability required.

As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits

● Sick Leave – An Employee who is incapacitated for duty because of an illness for which
The job holder is not personally responsible and is entitled to payment of their regular salary
for the period of their illness but not to exceed six weeks for any one illness. Another six
weeks of paid absence is granted for recurrence of the same illness during a twelve-month period if an employee has not been absent because of the same illness for at
least six (6) consecutive months.
● Employer’s Social Security Contribution – up to 22 percent of the annual basic salary
rate of the employee
