Organizational Setting

FAO Country Office in Sri Lanka is developing a Contribution Agreement (the proposal) with EU for funding as a part of the EU’s response to the continuing economic crisis in Sri Lanka under MIP Priority for Green Recovery which will contribute to strengthening a sustainable and resource efficient agri-food system. The main focus will be on sustainable circular inputs and accompanying skill development and technical support in maize farming and nature based school gardens. The creation of cross-sectoral linkages involving schools, local communities, and relevant stakeholders will ensure the cross-fertilization of ideas and knowledge from fields to classrooms and communities at large.  This collaborative approach reinforces the interconnectedness between education and local sustainable practices, contributing to the overall goal of green economic growth.
Reporting Lines

The incumbent will work closely with two national Consultants on maize and school gardens and will play a crucial role in the preparation of this document. He / She will directly report to the FAO Representative with guidance from the Assistant FAO Representative (Program) and Senior Agriculture Specialist.  He or she is expected to engage with relevant stakeholders, including government bodies, private sector players, educational institutions, and other partners, to ensure the Contribution Agreement is effectively designed and aligned with national agricultural and educational strategies.

2. Cooperative Assistant (2402650)

Organizational Setting

The COVID-19 pandemic has highlighted key challenges in the delivery of agriculture development services. Digital technologies playing an increasingly important role in reshaping the agri-food sector and addressing the skills and coverage limitations. Utilization of digital tools such as a Co-operative Officer Training Platform and its applications will enhance the capacity of the Department of Cooperatives in delivering the services required by the co-operative stakeholders.
Following on the digitization strategy and initiative of the Ministry of Agriculture Food Security and Enterprise, this program seeks to address the technological needs as well as digital literacy and baseline knowledge of core co-operative movement foundations amongst technical officers. The Department of Co-operatives intends to optimise its capacity development program for the continuous professional development of its personnel to effectively serve its stakeholders. In an effort to keep the pace of the digitalisation process that is currently being promoted by the e government initiative the FAO intends to contract a consultant to design a comprehensive, self-paced, digitizable Co-operatives Trainers curriculum. 

The FAO will support the development of a Co-operative officer Training Program (curriculum and content) to further strengthen the technical capacity of Co-operative Officers to develop and implement sustainable co-operative enterprises. Specifically, the FAO intends to ensure that the training curriculum is aligned with the Department of Co-operative law, the department’s strategy and action plan and is taken through a consultative process with key stakeholders leading to its finalisation and operationalization. In this regard, the FAO is seeking to engage the services of a cooperative with extensive experience in cooperative technical capacity building to support the review, facilitate consultations with stakeholders, and finalize a curriculum and contents of a cooperative officer training program.

Reporting Lines

The Cooperative Assistant will report directly to the National Program Coordinator, with general oversight from the FAO Country Representative for Jamaica, The Bahamas and Belize. The Cooperative Assistant will also work closely with other members of the Project Management team and FAO personnel to support the proper implementation of the project activities.

3. Programme Support Specialist (2402648)

Organizational Setting

The Southwest Indian Ocean Fisheries Commission (SWIOFC) is an Article VI Statutory Body under the Constitution of the FAO. It is a Regional Fishery Body with objective to promote the sustainable utilization of the living marine resources of the SWIO region and to address common problems of fisheries faced by its members. 
The FAO sub-regional office for Southern Africa (SFS) in Harare, coordinates the support given to the SWIOFC by several initiatives and programmes, through its staff and expertise. FAO Mozambique also provides necessary logistical and administrative support.
One of the projects supporting the SWIOFC since 2019 is a joint FAO and Nairobi Convention (NC) initiative. The SWIOFC-NC partnership supports and fosters collaboration between fisheries and environment sectors in the region and includes activities with regional as well as national implementation, in three countries of the region. The second phase of the SWIOFC-NC PP started in January 2023 and has an expected duration of 5 years.
A recently approved World Bank (WB) funded programme entitled “TRANSFORM Fisheries Sector Management in South-West Indian Ocean Region and Maldives Project” includes a regional component in benefit of the SWIOFC, which is coordinated and implemented by the Indian Ocean Commission (IOC). This component aims to enhance evidence-based management advice to the fisheries sector in the SWIO and to reinforce regional collaboration. FAO, through a Technical Assistance (TA) agreement signed with IOC will provide scientific and technical support to its implementation for the full duration of the project (UTF/IOC/002/IOC). 
Under the FAO umbrella, other initiatives support the programme of work of the SWIOFC through provision of direct technical and financial support to meetings, and by providing or facilitating capacity development activities. This is the case of the FAO EAF-Nansen for which the SWIOFC serves as a steering committee. Additionally, the SWIOFC, through its Secretariat, engages with other regional organizations and initiatives related to fisheries management such as IOTC, SIOFA, etc. 
The Secretariat of the SWIOFC, based in Maputo, Mozambique, has the responsibility to support the development and implementation of the SWIOFC programme, and to report to members on the work performed and objectives achieved. It is coordinated by the Executive Secretary of the SWIOFC, who is supported by a Programme Officer, Administrative Assistant, and a Visibility Officer.

FAO’s Evaluation Policy foresees to evaluate the Flexible Voluntary Contributions (FVC). This evaluation focuses on assessing the FVC’s contributions and its alignment with the FAO Organizational Outcomes, its management effectiveness, and identifying successes and shortcomings. As the current phase of the FVC (2021-2025) nears its conclusion, this evaluation aims to provide recommendations towards enhancing the FVC for its next phase.


Reporting Lines

The evaluation consultants will work under the direct supervision and the close guidance of the Evaluation Officer and under the overall responsibility of the Director of the Office of Evaluation (OED).
