Program Overview

This IOM role will coordinate and support the implementation and standardization of Information and Communication Technology (ICT) activities in the Country office. It will participate in aligning the technological resources with the organizational and operational goals to ensure compliance with National Institute of Standards and Technology (NIST). The appointee will actively engage in the development and execution of ICT related projects, develop, and implement ICT business continuity and disaster recovery plans. The incumbent will supervise the ICT Team and build relationships with key stakeholders, including in humanitarian emergencies.

Core Functions / Responsibilities:

ICT Unit Management and Team Support

  • Manage ICT resource use within the Unit to support the Country Office and USRAP
    operational needs.
  • Support the alignment of ICT Unit’s activities with the broader organizational strategy and NIST
    compliance requirements.
  • Supervise the ICT Team and conduct effective performance management and promote a
    cooperative work environment.
    Support ICT Business Relationship Management
  • Coordinate with HQ, Regional, Country Office leadership and Project Managers to understand
    their needs.
  • Support in translating business challenges into practical ICT solutions to ensure the efficient
    functioning of CO operations.
  • Represent IOM in discussions and initiatives with external stakeholders including UN country
    ICT working groups.
    Manage and Coordinate ICT Operations and Services
  • Manage and coordinate the ICT operations and services to align with Country Office and
    USRAP/RSC programme goals and priorities and in compliance with established Service level
    Agreements (SLAs).
  • Provide technical, strategic and tactical planning, organization, direction and reporting through
    monitoring and evaluating of USRAP/RSC ICT project progress and provide accurate and timely
    reports to management.
  • Facilitate the implementation of modern workspace solutions in the Country Office to enhance
    employee digital experience.
  • Identify and assess areas for improvement in ICT infrastructure and solutions and advise
    management in implementing these improvements.
  • Support the efficient procurement and provision of ICT-related equipment, supplies, and
    services to meet business requirements.
    Implementation of Country Office Cyber Security Program
  • Respond promptly to information security incidents, mitigate risks, and escalate complex
    issues to the relevant specialist teams/units for resolution.
  • Oversee the information management, technology, and security operations in line with
    USRAP/RSC business requirements and organizational strategy in close consultation with
    USRAP Information System Owner and the central ICT Teams to ensure compliance with the
    NIST framework and IOM security requirements.
  • Plan, coordinate, implement, and monitor compliance of NIST cybersecurity standards and
    guidelines to ensure that any changes take place in a controlled and auditable manner,
    including relevant ICT records and documentation.
  • Coordinate with the central ICT information security unit to support the roll out of cyber security
    efforts.
  • Identify assets that require protection and implement the controls in the security and privacy
    plans.
  • Document changes to planned control implementations based on the “as-implemented” state
    of controls.
    Data Management and Digital Innovation
  • Maintain data systems and analytic reports, ensuring data accuracy and insights to support
    data-driven decision-making.
  • Support in the implementation and evaluation of digital innovation initiatives
  • Promote creativity and innovative digital solutions and adoption of technology to serve IOM
    operations.

For this position, fluency in English is required (oral and written).
